Dr. Tracy Huang, DVM, MS
FOUNDER/CHIEF MEDICAL OFFICER
Dr. Tracy Huang graduated from the University of California, Davis School of Veterinary Medicine in 2015. As a veterinary student, she recognized the profound gaps in access to care and organized MASH-style clinics in remote communities, including the Round Valley Reservation and rural regions of Nicaragua.
She has since worked in for-profit practices, nonprofit clinics, and animal shelters, gaining a deep understanding of the socioeconomic and cultural challenges that prevent many families from accessing veterinary services. These experiences shaped her commitment to building more equitable models of care.
Outside of work, Tracy enjoys surfing, fishing, camping and playing ball with her dog, Kitt. -

Jess Ayden Li, MPA, MBA
CHIEF EXECUTIVE OFFICER
Jess (she/her) is a certified dog trainer dedicated to expanding access to veterinary care for families in need. She has served as CEO and Executive Director of several nonprofits supporting immigrants, refugees, unhoused individuals, and survivors of domestic and sexual violence. A former board member of Pawsitive Alliance in Seattle, Jess brings leadership experience, commitment to equity, and love of animals.
For Jess, this work is personal—her rescue dog Hansyn (now a service dog) was once surrendered to a Los Angeles shelter because of a medical condition. Without access to affordable veterinary care, he likely would have been euthanized. He got the surgery he needed and a second chance at life—and that’s when Jess adopted him. That experience changed both their lives.

Nosheen Abdullah, RVT
PRACTICE MANAGER
Nosheen, a San Francisco native, has spent over a decade at a non-profit hybrid veterinary practice, earning her Registered Veterinary Technician credential and serving as the technician team supervisor. Nosheen also served as a practice manager at a general practice before joining Vets in Vans.
With her passion for animal care, Nosheen is committed to fostering a positive and enjoyable professional environment centered on the care and comfort of patients. She is a strong advocate for fear-free patient handling, promoting employee work-life balance, and emphasizing effective, direct interpersonal communication.
Outside of work, Nosheen enjoys going on walks with her dog, Pip, spending quality time with family and friends, and exploring the world.

Jess Anderson
COMMUNITY PROGRAMS MANAGER
Jess originally hails from New England, where she spent her youth working at a small county animal shelter, but moved to the District of Columbia to pursue a BA in Journalism. Upon graduation, she pivoted back to animal welfare, working at the municipal shelter in the District. She has a passion for animals, problem-solving and community - a passion that followed her cross-country and has guided her work in the East Bay.
After a stint in emergency medicine, Jess joined Vets in Vans first as a volunteer and then as a full-time staff member. She's grateful for the opportunity to help connect pet owners with services and keep families together. When she is not thinking about ViV, which is most of the time, Jess enjoys reading, hiking and puzzling over philosophical quandaries. -

Shirley Chan, DVM
VETERINARIAN
IBorn and raised in San Francisco, Dr. Chan is grateful to provide Veterinary care to the local community that keeps her grounded to her roots. Initially starting as a veterinary assistant at a local shelter, she found her passion in giving a voice to the ones most underserved. So after graduating from Western University of Health Sciences in 2020, Dr. Chan was eager to return to her community to give back. Her special interests in veterinary medicine are soft-tissue surgery, client education, and urgent care.
Outside of veterinary medicine, she enjoys doing puzzles, dancing, and ice-skating. She is also a well-known Disney addict and Kpop fan. She lives with her husband as well as two terrier mixes Brownie and Cookie. -

Klaudé Lopez
OPERATIONS COORDINATOR
With over a decade of experience as a veterinary technician, Klaude has worked in small animal clinics, emergency care, and shelter medicine. His focus is now on community medicine, where he supports low-income clients at Vets in Vans. After years in emergency settings, he saw firsthand how financial barriers impact care, especially for vulnerable populations. He is proud to continue working with aid programs that make a difference—and to be in a place where helping feels meaningful every day.
